National Transit Authority Managing Director Hon. Edmund Forh Forh Unveils achievements and strategic plan for Public Transportation Overhaul

January 9, 2026 – In a strategic move to enhance public transportation across the country, the Managing Director of the National Transit Authority (NTA), Hon. Edmund Forh Forh, unveiled an ambitious five-year transformation plan and major achievements for  2024 during the Ministry of Information’s 2026 second regular press briefing. Hon. Forh commended the Ministry for its ongoing collaboration, which has played a significant role in countering negative perceptions of the NTA.

During his address, the MD highlighted key initiatives aimed at improving the NTA’s operations, from corporate governance and employee welfare to service delivery and infrastructure development.

Corporate Governance and Institutional Development

Hon. Forh began by outlining significant strides made in the area of corporate governance and institutional development. These initiatives include the lunch of a  five-year strategic plan, the development and implementation of standard operating procedures (SOPs) across all NTA departments, as well as the completion of an updated human resources (HR) manual and employee handbook. Additionally, a comprehensive financial manual has been put in place to further strengthen accountability and transparency within the entity.

Employee Welfare Initiatives

One of the most notable announcements was the introduction of access passes for NTA employees who have honorably retired. For the first time in the NTA history, these employees will be granted a lifetime access pass, ensuring they continue to benefit from NTA services. Furthermore, Hon. Forh disclosed that the NTA had secured health insurance coverage for all employees, a major milestone after six years. To further enhance the welfare of staff, a new Health and Occupational Safety department has been established to provide first aid support during working hours.

In addressing sanitation concerns, the NTA has completed the construction of a six-room lavatory facility, which complements the previously inadequate four-room facility that was on the brink of collapse. Additionally, a scholarship program at the Monrovia Vocational Training Center is currently supporting 13 NTA employees as they pursue further education and skill development.

Operational Efficiency and Fleet Expansion

On the operational front, Hon. Forh expressed his gratitude to the national government for its continuous support, which has led to significant improvements in the NTA's service offerings. This support culminated in a contractual agreement between ABK Motors Incorporated and the NTA, resulting in the procurement of 60 new vehicles. These include 35 state-of-the-art 62-seater mass transit buses, 20 18-seater mini-buses, and five cargo trucks. The first batch of the 62-seater buses has already arrived, with the mini-buses expected soon. The five cargo trucks are slated for delivery by the end of the current quarter.

In addition to the expansion of the fleet, the NTA has made significant investments in infrastructure. These include the recalibration of its fuel tank capacity from 10,000 to 35,000 gallons, as well as the purchase of a new fuel dispenser and a 150KVA transformer to enhance power supply across its operations.

Infrastructure Development

Hon. Forh also provided updates on the NTA’s ongoing infrastructure development projects. The construction of a new administrative building, set to be completed by July 2026, is progressing smoothly. Furthermore, work is underway on a new power house and office spaces, which are being constructed by NTA employees with the assistance of a construction consultant. A new bus terminal at the Red Light parking lot is nearing completion, and renovation work is being carried out at the NTA guest house in Ganta to accommodate bus crews. Renovation projects are also underway at NTA bus terminals across the country, ensuring improved facilities for both staff and passengers.

Service Delivery Enhancements

Service delivery remains the core responsibility of the NTA, and Hon. Forh shared several key initiatives aimed at improving the passenger experience. One of the major highlights is the introduction of the "Free Rider Policy," which provides free rides to officers and medical doctors who are identified. Discussions are also ongoing regarding a special discount for students and senior citizens, with considerations currently being made for individuals aged 70 and above.

In addition, Hon. Forh revealed plans to expand the NTA’s route network, including the reactivation of previously suspended routes. With the addition of new vehicles, routes such as those to Lofa and Gbapolu will be reopened once route assessments are completed.

Addressing Overloading and Improving Passenger Safety

Addressing concerns about overcrowding, Hon. Forh emphasized that standing passengers will no longer be permitted on buses serving outstation routes. He encouraged citizens to report any instances of overloading, assuring them that these issues would be promptly addressed by the relevant authorities.

In response to concerns about maintaining order on buses, the MD called on the leadership of state security agencies to engage with officers benefiting from the NTA’s services to foster better coordination. This will help to prevent confrontations while using public transportation and ensure a smoother and more pleasant experience for all passengers.

With a clear vision for the future, Hon. Forh’s presentation signals a new era for the National Transit Authority. The planned improvements in governance, employee welfare, operational efficiency, and infrastructure development are all designed to create a more effective, sustainable, and user-friendly public transportation system. As these plans unfold, the NTA is set to play a pivotal role in reshaping Liberia's transportation landscape, offering improved services and opportunities for both passengers and employees alike.
